06/17 PRECEPT SETTING FOR 2017/18
It was proposed agreed to set the precept for the next financial year at £29,150. This is the same as the last seven years. However due to the fact that Rutland County Council have withdrawn their Council Support Grant of £2,322.70 , the difference to residents will be 8.4% which in Ryhall Parish equates to an extra £3.94 per year for a Band D property. This may not be the only change in the overall percept. Rutland County Council have yet to agree their figures. The Burial Deficit Grant has also been withdrawn by Rutland County Council. It is not possible to forecast the income into the Burial account therefore the Parish Council must have contingencies to cover a shortfall . The Parish Council are proactive in their Four Year Plan / Parish Plan and have projects that may require funding therefore it was agreed unanimously to hold the precept at £29,150 the same rate since 2010/11
Precept Grant requests- PH declared an interest as Chair of the Village Hall Committee.

Request a grant of £2,000 towards the purchase and installation of an industrial dishwasher – a capital project to improve and rejuvenate the kitchen facilities. The benefits of such a machine were debated. It was agreed unanimously to award a grant of £1,000 towards the costs. PH abstained.
The Parish Council have historically supported the Saturday Opening hours with a grant of £2,500 per year since 2013/14. This pays for the staffing for this well utilised session. It was agreed unanimously to continue this support for 2017/18. However, it was agreed to research if staffing could be covered on a volunteer basis like ‘Open House’ for consideration for 2018/19.

Request £300 for general running costs, therefore it was decided this funding would come from parish community account as an application for assistance. It was agreed unanimously.
